Highlights

 

President Patrick Chapman will open the event with greetings and announcements at 9:45 AM on Wednesday. Minnesota Department of Revenue staff will speak from 10:00 to 11:30 AM.

Raffle & Social Event

2022 MAAO Summer Seminars Evening Event

President Patrick Chapman is requesting a Social Hour theme of "Wear Your Sports Team Apparel" - asking members to wear a favorite team shirt. If weather permits, our evening event will be outside on the new patios.

 

In addition to raffle donations from MAAO Region Chapters, MAAO's U40/10 group has sent out letters to all the professional sports organizations around the state asking for raffle donations.

Educational Seminars

1 CEH per education hour for attendance at seminar sessions has been approved by the State Board of Assessors. Carefully choose seminars that equal 4 hours each day for a total of 8 hours in two days. Register early - classroom limits subject to change based on demand.

 

Understanding Legal Descriptions - 2hrs

Instructor: Josh Schoen, SAMA, Rice County Assessor
This seminar is designed to help appraisers better understand legal descriptions.  Legal descriptions may be complicated and a bit intimidating, but they don’t have to be. The discussion will include aliquot portions of a section, metes and bounds, platted lots, assumed bearings vs. county coordinate systems, strip descriptions, exceptions, area descriptions, riparian lots, Torrens vs. Abstract, and more.

Valuation of Self-Storage Properties - 4hrs

Instructor: Randy Ripperger, CAE, TEAM Consulting, LLC
The workshop will look at the different classifications of self-storage properties and how all three approaches to value can be used to value these types of properties. Month-to-month leasing, the impact of new supply, reliance on external demand generators and management intensity all makes analysis and valuation of these properties difficult. Also, included is some information on what authorities in the field say lays ahead for the industry. Several EXCEL spreadsheets and templates are included in this material to help in analysis and valuation.

MN RESIDENTIAL FORM REPORT - 4hrs

This seminar will assist individuals in writing a residential demonstration form report. The students will be provided with the most complete and up to date checklist to refer to as the candidate writes their report. The student reference manual will also provide step-by-step instructions for writing the report and will include many examples to help them successfully complete their report. 

Ag Homestead: The Basics - 2hrs

This seminar is an overview of what properties qualify for the agricultural classification to be considered ag homestead.  This includes ag intensive and exclusive.

Special Ag Homesteads and Entities - 2hrs

This seminar focuses on special ag homesteads and entities to qualify for homestead as well as the application process.

Fair Farmland Rent Economics - 2hrs

Determining a fair farmland rent agreement is a challenge with volatile prices. Topics covered include county land rent trends, farmland values, budgets, worksheets from both the landowner's and farmer's point of view. Understanding what impacts the land rental prices are important to determining land values. Commodity prices and input prices play a large role in land rental rates, this will be analyzed as well.

Different Obsolescence of a House - 2hrs

This course goes over the different obsolescence of a house.  We will go over physical, functional, and economic obsolescence of a house.  Pictures of examples will be shown and having the class discuss and give their examples will be done as well.

Dollar Stores Market Trends - 2hrs

The valuation of dollar stores is case study course that will apply to many jurisdictions across the state. At its core, it’s a single tenant retail valuation seminar themed around the rising growth of dollar stores.

Land Valuation - 4hrs

Instructor: Michael Weeks, Vanguard Appraisals, Inc.
This session will cover different types of land valuation for assessment purposes. We will discuss the pros and cons of each method, adjustments to land as well as the mass appraisal of land based on each valuation method. Vacant land and how to handle the valuation of land when vacant land sales don't exist will be discussed as well.

Minnesota Tax Court 101 - 4hrs

Instructor: Brett Hall, MAI, SRA, SAMA, Principal Commercial Appraiser, Hennepin County
This seminar will cover the basics of performing valuations to be used in the Minnesota Tax Court.  Topics include a review of important dates, proper and improper methodologies for valuing the fee simple interest, review of important tax cases  and discussions of recent hot topics such as protective orders.

New Appraiser Round Table - 4hrs
SS15 Thursday, 8:00 AM – noon
Instructors: Mary Wells, Independent Contract Assessor; Jean Popp, SAMA, Morrison County Assessor; Jason Jorgensen, SAMA, Mille Lacs County Assessor; and John Thompson II, AMA, Redwood County.
Topics covered in this seminar include:

  1. Approaching the house and at the door (exterior) - Approaching the house and what to say at the door.  This topic will cover important details that can be observed as you walk to the door and how to present yourself at the door, what to say and not to say as you speak with property owners.
  2. Inside the House (Interior) - What to do and not to do inside the house. Reviewing previous interior/exterior data, changes and conditions. Verifying measurements and taking new exterior photos.
  3. Basic Residential Construction - Learn what different types of material and components go into a house from the excavation and footings to the shingles. This course will also cover some examples of what makes a home higher quality compared to a minimum code built home.
  4. Quintile Planning and Preparation - Tips and helpful information on efficiently planning and executing your quintile review.

Valuation of Barndominiums - 4hrs

Instructor: Randy Ripperger, CAE - TEAM Consulting, LLC
The purpose of this workshop is to provide some guidance and suggestions on the process of analysis and valuation of metal buildings converted to living areas. What we call Barndominiums are structures that appear to be metal clad farm buildings but part or all the structure has been finished on the interior and used as living area. Some are used as temporary living area while the owners construct a new stick-built home, while others are built as a permanent residence. The framing can be pole or steel.

MN RESIDENTIAL FORM REPORT WORKSHOP - 4hrs

This “Hands On” seminar will assist individuals in writing a residential demonstration form report. Form Report Graders will be in the room to provide assistance and answer questions as you write your report. Bring your Form Reports and laptops.

Desktop Reviews Using Technology like GIS & Cyclomedia - 2hrs

You have heard about desktop reviews. In this course you will see examples of how Minnesota jurisdictions are using technology such as GIS and Cyclomedia to complete property visitations and the processes surrounding it.

Sales Verification Processes and DOR Listing Spreadsheets from a County's Perspective - 2hrs

Instructors: Laura Aamodt, SAMA, Commercial Property Appraiser and CAMA Coordinator, Washington County; Gale Zimmerman, DOR PTCO; and Mark Vagts, DOR PTCO
This seminar covers a County's perspective of how to verify and code a residential and commercial sale and why is it important to verify a sale and how this can help you in the long run. This seminar will also go over a County's perspective on how you can dig deeper with the sales listings that the DOR sends out and why it is important to check and clean up your reports from the DOR.

MAAO is following the current guidance from the Minnesota Department of Health. Each educational offering is subject to cancellation if mandated by the Governor or due to a change in COVID conditions. A 100% refund will be processed for any registrant due to a COVID-related cancellation. Attendance at any course is at the risk of the employer and attendee. MAAO will not be held liable.

Cancellation Policy

 

Cancellation requests received prior to 8:00am five business days prior to the start of the course will be issued a refund, less a $30 administration fee. Cancellation requests received after this time or registrants who fail to attend the course are responsible for the entire fee.  If a registrant is unable to attend the event, a substitute from the jurisdiction that paid the registration fee can attend at no additional charge. Please send written notification of this change or cancellation requests to [email protected]. Although it is not the policy of MAAO to cancel a course or seminar, MAAO reserves the right to do so and provide a full refund if the minimum enrollment level is not reached. Refunds will be issued within 30 days of the date of the course or conference. Membership dues are non-refundable.
