Highlights

President Alex Guggenberger will open the event with greetings and announcements at 9:45 AM on Wednesday, followed by Minnesota Department of Revenue staff speaking from 10:00 to 11:30 AM. Educational seminars will follow on Wednesday afternoon and Thursday morning.

Raffle & Social Event

The evening social event will be from 5:00-6:00 p.m. before the Wednesday dinner buffet. 

U40/10 will be hosting a raffle event with numerous items that you could win! Tickets will be available to purchase via cash or card during the social event, and winners will be announced during the dinner buffet. All proceeds will be used for the MAAO Scholarship Fund. Education Seminars

1 Continuing Education Hour (CEH) per education hour for attendance at seminar sessions has been approved by the State Board of Assessors. Carefully choose seminars that equal 4 hours each day for a total of 8 hours in two days.

Adaptive Leadership - Leading at the Edge  |  4 CEHs

Adaptive leadership, when challenges abound and the path is not clear ahead, is the focus of this course. We will explore how to establish and maintain norms that allow the team to work together to find solutions that will succeed. Along the way, learners will also:

  • Identify the key roles of leadership in times of challenge and change
  • Identify key strategies to strengthen the team and maintain cohesion
  • Identify the paradigm shifts that can take a person from manager to true leadership
  • Identify the critical skills of the successful adaptive leaders

This seminar will assist individuals in writing a residential demonstration form report. The learner will be provided with the most complete and up-to-date checklist to refer to as the candidate writes their report. The student reference manual will also provide step-by-step instructions for writing the report and will include many examples to help successfully complete the report.

​This course will focus on the steps of approving Green Acres and Rural Preserve applications. We will look at the process of evaluating the information on the applications to determine if a property meets all the requirements of the Green Acres and Rural Preserve programs. Attendees will have the chance to participate in interactive activities and discussion to help the attendees better understand the qualifications and requirements.

Course will be taught by Jake Parkinson, former elected county assessor, Utah Certified Appraisers and IAAO 2017 Member of the Year

Land is a Big Deal. It's the basis of property tax valuations.

Explore the origins of tried-and-true land valuation techniques (linear, GWR, Kriging) before we test modern AI solutions like CATBOOST and XGBOOST. Discuss the advantages and disadvantages to modeling with each technique. Teach methods on how to make unexplainable "Black Box" models explainable using Shapley Additive exPlanations (SHAP).

Brian Johnson, Deputy Director, Minnesota Sheriff Association

This presentation covers many situations and issues that an employee working at any job could face daily; although geared towards law enforcement, it has been presented for many large groups and businesses. This presentation covers some of the most critical areas that employees and supervisors struggle with, how to deal with mental health issues, how to deal with hostile customers, clients, or coworkers, how to de-escalate heated situations, and options to train employees for a critical incident properly. We will discuss working with the tools that you have and how to start or advance your training program. The presenter uses his extensive knowledge and experience to deliver his message and personal stories to help validate his recommendations.   

Instructor Brian Johnson served with the Wright County Sheriff Department from December 1997 to August 30th, 2024. Brian has been a Use of Force and Taser instructor since 2003 and an EVO Instructor since 2009. He was transferred to the training unit in August 2020 as a full-time Training Coordinator and Promoted to Lieutenant in March 2022, overseeing Training and Professional standards. After retiring in August of 2024, he Joined the Minnesota Sheriff Association as their Deputy Director.

There’s a wave of change coming to rural America – people are moving in, moving out, and moving over resulting in major demographic shifts that will forever change the face of rural communities and have far-reaching consequences. Since the 1970s there’s been a regular march of new residents populating our rural communities resulting in a housing shortage the past 15 years. During these next 20 years we are poised to welcome in a whole new generation of residents as nearly three-quarters of our owner-occupied housing will turn over as seniors and baby boomers move out. A broad examination of the trends related to these moves – such as workforce housing, a tight labor market, and changing residential preferences – will be discussed. Using skills taught to first responders, this course will help learners identify the parts of the brain that are active in conflict, and how to reduce tension and angerWe will also identify practical skills such as the use of empathy, avoiding power struggles, calming with physical presence, assessing risk, and getting to “yes.”

When becoming a county assessor/deputy assessor there is a timeline that needs to be followed. Within the timeline, there will be monthly tasks that need to be accomplished to meet Department of Revenue statutes and assessment dates.  This interactive course will include the timeline laid out by the Minnesota Department of Revenue with these assessment dates.  Each month will be broken down by such assessment date, what each date means, and when each process or procedure shall begin to efficiently complete the task on time.  This class may help lead to a less stressful transition to a new position. This course is geared toward new county or deputy assessors but also will be a great refresher class for current assessors. 

 

MN Residential Form Report Workshop  |  4 CEHs

The MCAST course will focus on how the MCAST tool can aid in the development of an understanding of basic assessment statistics.

This course will provide an overview of the importance of reviewing the Sales Ratio Criteria, identify why they exist and explore tools available to assessors. By demonstrating the importance of rejecting a sale with the information complied, assessors will reinforce this skill and/or practice this during the course through small group activity. This course is being developed and instructed by members of the PTCO team.

Tips & Tricks for New Appraisers is an entry level presentation to educate the new appraiser with appraisal processes and procedures to help them improve their appraisal skills. Discussions will include what tools and materials are needed prior to heading out the door as well as how to plan your day prior to heading into the field. Other appraisal topics will include CAMA sketches, dwelling story heights, building materials and new construction. This course is intended to help the new appraiser to do their job more comfortably and with confidence

COVID Considerations

MAAO is following the current guidance from the Minnesota Department of Health. Each educational offering is subject to cancellation if mandated by the Governor or due to a change in COVID conditions. A 100% refund will be processed for any registrant due to a COVID-related cancellation. Attendance at any course is at the risk of the employer and attendee. MAAO will not be held liable.

Cancellation Policy

 A refund less a $30.00 administration fee will be issued for cancellations received five business days prior to the start of a course or conference.  Registrants who fail to attend or cancel prior to the cancellation deadline are responsible for the entire fee. If a registrant is unable to attend the event, a substitute from the jurisdiction that paid for the registration can attend at no additional charge.  Please send written notification of this change five business days prior to the start of the event.  MAAO reserves the right to cancel any event if necessary and provide a full refund.  Refunds will be issued within 30 days of the course or conference.  Membership dues are non-refundable.
