Registration Information

MAAO's 2021 Summer Seminars are offering 23 topical seminars for Assessors. 1 CEH per education hour for attendance at seminar sessions has been approved by the State Board of Assessors.

Important Note: Please select Virtual or In-Person attendance carefully. There are limited in-person seats available due to Covid-19 restrictions, and there will be no fee reduction for transfers from In-Person to Virtual registrations. Additionally, cancellation fees may apply.  

 

In-Person Fees

MAAO Member $225.00  ---  Non-Member* $330.00 

In-person registration fee includes refreshment breaks, Wednesday lunch buffet, evening buffet and Thursday breakfast buffet. The Wednesday evening event is in The Celebration Room at The Holiday Inn & Suites, St. Cloud.

Highlights

MAAO President Patrick Chapman will open the event with greetings and announcements at 9:30 AM on Wednesday.  The Minnesota Department of Revenue staff will speak from 10:00 to 11:30 AM on Wednesday, May 26th.  

 

Raffle & Social Event

MAAO's U40/10 Committee will be hosting a raffle event with numerous items that you could win! Tickets will be available to purchase via cash or card. Please contact Troy Halter, 651-266-2029 or [email protected] if you have questions. All proceeds will be used for the Family Scholarship fund. The winners of the event will be announced during the evening buffet.

The evening "Mask-erade" social event will be from 5:30-7:00 p.m. in the Celebration Room at the Holiday Inn & Suites. There will be games and a cash bar for all to enjoy!

Cancellation Policy: 

A refund less a $30.00 administration fee will be issued for cancellations received five business days prior to the start of a course or conference.  Registrants who fail to attend or cancel prior to the cancellation deadline are responsible for the entire fee.  If a registrant is unable to attend the event, a substitute from the jurisdiction that paid the registration can attend at no additional charge.  Please send written notification of this change five business days prior to the start of the event.  MAAO reserves the right to cancel any event if necessary and provide a full refund.  Refunds will be issued within 30 days of the course or conference.  Membership dues are non-refundable.  There are limited in-person seats available due to Covid-19 restrictions, and there will be no fee reduction for transfers from In-Person to Virtual registrations.

MAAO President Patrick Chapman is requesting a Social Hour theme of “Mask-erade.”  We've all gotten accustomed to wearing face masks on a daily basis, let's take it to the next level and show your style with vintage masquerade masks. Dress code is business casual. MAAO will provide single-use masquerade masks.

Educational Seminars

 

Carefully choose seminars that equal 4 hours each day for a total of 8 hours in two days. Classroom limits subject to change based on demand. Register early to reserve your spot!

Paper copies of seminar materials will NOT be provided. E-copies will be provided via email prior to Summer Seminars.
Plan to bring your own paper or digital copies. 

 

Caution: Some seminars were previously offered in the current 4-year licensing cycle. If taken a second time in this licensing cycle, only the original CEH’s will apply.
Also, do not register for duplicate sessions. CEH's will not be granted for duplicate seminars.

SS 1 – ASSESSOR SAFETY TRAINING, 2 hrs. Wednesday, 1:00 PM – 3:00 PM. Instructor: Brian Johnson, Wright County Sheriff’s Department. 
Assessors will learn to recognize that there is no simple answer to personal safety, understand the importance of setting safe personal boundaries, understand the importance of listening to the inner voice, and understand how to be a good witness. In the Verbal Commands and De-escalating assessors will learn how to recognize mental health issues and people in crisis. The importance of setting goals and training. Skills that will help de-escalation in heated situations.  IN-PERSON PRESENTATION

GRAINSS 3 – GRAIN ELEVATORS, 4 hrs. Wednesday, 1:00 PM – 5:00 PM. Instructor: Bob Ehler, Vanguard Appraisals Inc. Discussion will begin with the components of a commercial grain elevator, including what items should be included in the assessment and which items should be excluded as personal property/equipment. The various types of storage and types of grain elevators will be discussed including the pros and cons of each type and the design and layout of a grain facility and its impact on the facilities value. The history of the commercial grain industry will be explored including the impact of the ethanol industry to the flow of grain. Finally, we will review the proposed cost schedules for the new MN Grain Elevator Cost Schedule. IN-PERSON PRESENTATION

SS 4 – USING OBLIQUE AERIAL IMAGERY FOR ASSESSMENT, 2 hrs. Wednesday, 1:00 PM – 3:00 PM. Instructor: Dean Larson, Eagleview. There are alternative solutions to performing onsite appraisal and assessment inspections. These alternatives are outlined in IAAO Standard 3.3.5 Standard on Mass Appraisal of Real Property. With the use of imagery, sketch verification and change detection, organizations can increase their efficiency, reduce expenses, and even reduce the number of unsafe situations appraisers may end up in. This course details the use of Eagleview oblique and orthogonal images, Streetview images, Sketch Check, ChangeFinder, and CONNECT applications to meet those assessment and appraisal requirements. IN-PERSON PRESENTATION

SS 10 – MN RESIDENTIAL FORM REPORT, 4 hrs. Wednesday, 1:00 PM – 5:00 PM. Instructor: Patrick Chapman, Ramsey County. This seminar will assist individuals in writing a residential demonstration form report. The students will be provided with the most complete and up to date checklist to refer to as the candidate writes their report. S 11 - CLASSIFICATION 4abc, 2 hrs. Wednesday, 1:00 PM – 3:00 PM. Instructors: Alexis D’Valle and Jessi Glancey, DOR. Assessors are tasked with classifying property based on its use, which might sound pretty simple, however it’s everything but simple. This seminar will provide an in-depth review of properties that have a non-homestead use and belong somewhere in the 4’s classification bucket. The focus of this seminar will be on classifications: 4a, the 4b’s, and some of the 4c’s. Note: if you took this course at the 2020 fall conference, you will not receive CEH’s for taking it again at summer seminars. VIRTUAL PRESENTATION ZOOM

Instructor: Mark Koehn, Stearns County. This class will look at developing base rates, determining obsolescence, valuing repurposed agricultural buildings, and determining depreciation on agricultural structures.  The course content is from the newly developed Advanced Ag course. IN-PERSON PRESENTATION

RIM easements will be compared and contrasted to other easement programs in MN such as Federal Wetlands Reserve Enhancement easements and easements through non-profit organizations such as the Minnesota Land Trust.
